Wont stop Peeing in the house

My Jack Russel (Male) is about 5 years old, he lives in the side part of our house when we are not there with my other dog which is a female yorkie.

They can both get outside to the back yard through a doggy flap and when we are home they come in the house with us.

We have recently renovated our garden and so to stop the dogs ruining it we have built an enclosure to keep them from getting on our new plants. it is a good size dog pen and they can still get into the house. However, since we built it my JRT pees in exactly the same spot inside the house whenever we leave him. Why is he doing this? Is he mad at us for decreasing his space? How can we stop him from doing it?

Please help.
