I have this one year old male jack Russell terrier that isn't fixed using the bathroom in the house are they supposed to do that and another thing he also gets hyped up seeing another dog what should I do about these behaviors?

Get him fixed.He shouldn't be doing his business in the house at all,take him outside about 4 times a day, more if you have to,he'll get the message.Make sure you praise him every time he does it outside.My Fred is 7 years old and I still tell him what a good dog he is.Dogs are like kids.
