Rash

My Jack Russel maggie, has had a rash for a couple of years, I have tried pills, creams and different foods with only limited success. Can you help?

My Jack seems to get hives on his underbelly and bite and scratch every summer. We live in NC and I use oatmeal shampoo, often, or tegren type anti-itch shampoos. I begin to think it's an allergy to grass! It always gets better in winter, with the cooler temps and dormant grass? Good luck, my vet was not helpful at all.
