my jack russell wont stop peeing everywhere

My jack Russell, Roxi is nearly 8 wks. We have put training pads down, but she still wont use them. She wees and poos everywhere else but the training pads. I take her the toilet 15 minutes after a meal as soon as she wakes up and before we go bed. I have tried praising her giving her treats. Can anyone help me please.
