My jack russell will not stop eating.

I give him food through out the day, and then i put it up at night. but then he goes through the rubbish bin looking for food. and my little sister always leave her half eaten food around the house and my jack russell finds it and eats it.

my jack russell will eat all that is about the home.he would eat his self if i were not there.HELP
