Hello,
They are all born with short tails. As they grow some will have longer tails and some not so long. I personally don't think that it is necessary or the best thing to clip (CUT) the tails of JRT's. In some countries it is actually illegal.
So, don't worry, but your puppies are fine and those tails will grow out and look very nice!
