12mth jack russell x shitzu is terrified wearing her collar or harness

ever since puppy was 16wks old we have had a battle getting her to wear her collar or harness so to take her out we have to catch her first, which is an ordeal, then when we do get her she bites us and shakes with fear,we cant give into her we thought she,d get use to it if we persevered but she is getting more aggressive. we can do anything else with her without any problems and when she eventually go,es out under protest she loves other dogs and people, we have now stopped trying to take her out as she is terrified of the situation, hope you can help as we just dont know what to do
